In the paper, the decomposability property C=ξ₁C₁+ξ₂C₂+…+ξ_mC_m+ξ₀(m-1)C₀, is discussed, where C is the C-matrix of a multi-way block design, C₁, C₂,…,C_m are the C-matrices of block subdesigns, C₀=R-rr’/n and scalars ξ₀,ξ₁,…, ξ_m>0. For this class designs, the bounds for the coefficients of the C-matrix of efficiency-balanced and variance-balanced designs are derived. The new example of three-way elimination of heterogeneity design is presented.
